Average: Entrants shall use their highest WIBC sanctioned league average as follows: Highest league average as of the end of the 1998-99 winter season, provided 21 games or more have been bowled. If no 1998-99 winter season average, the highest league average as of the end of the 1999 summer season, provided 12 games or more have been bowled. If no 1998-99 winter or 1999 summer league average has bee established, the highest current league average for 21 games or more as of Dec. 1, 1999. An entrant without a 21 game average as of Dec. 1, 1999 shall use her highest current average for 12 games or more as of the date of her participation in the tournament. Anyone not meeting the above requirements must bowl with a 200 average.
Membership: All entrants must be members of WCWBA, VSWBA and WIBC, or must have a current WIBC affiliate membership card.
Check In: Team captains must check in no later than 1/2 hour prior to bowling time. Doubles and Singles entrants must also check in no later than 1/2 before the scheduled bowling time.
Entry Fee: The entry fee is $15.00 per person per event, with $7.50 to bowling fee and $7.50 to prize fee. An entrant may enter into all events competition by paying an optional all events fee of $2.00. There will be no reimbursement of fees after March 3, 2000.
Handicap: The tournament shall be unclassified and shall be handicapped at 90% of the difference of the individual average and 200 based on three games.
Prizes: Prize money shall be sent to the team captain by April 21, and the team captain shall distribute the prize money immediately. All prizes will be handicap, (except for a first place scratch prize in each category which will take precedence over handicap) with the ration dependent upon the number of entries in the event. First place scratch winners will not be eligible for a handicap prize. All prize fees will be allocated to handicap and will include $100 per category from 1/2 and 1/2 money. The association treasury will match the amount in first place handicap for first place scratch, and will also award trophies to all first place winners.
Substitutions: If a scheduled entrant cannot participate, a substitute may be used. Substitutions must be reported at least one hour before bowling time to the Association secretary. The substitute shall take the place in the line-up of the original entrant.
Tardiness: A player arriving late shall begin play with the frame in progress. A bowler who misses one frame or more by not being present and ready to bowl when it is her turn shall not be credited with any pins for frames missed.
Other: Entrants may bowl more than once in an event, and scores for the highest total pins will be the ones used to tabulate placement in all events. Entrants do not have to bowl both singles and doubles. Doubles can place only once with the same partner, and singles can place only once. Both doubles and singles will be tabulated using their highest series. Deadline for entering any event in the tournament shall be one hour prior to the last posted entry for the event. All entry forms and fees are due and payable to the Association secretary at this time. Computer print-outs from Hillcrest will be used as the official scores.
Protests: Protests concerning eligibility or general playing rules must be confirmed in writing to the Association secretary before prize payments are made. Rules and regulations not stated shall be determined by the Association Board of Directors.
